Body corp fees: what you're paying for

Levies aren't rent to a mysterious landlord — they're your share of running a building you co-own. The question is whether they're the right size.

Where the money goes

Operating levies fund insurance (usually the single biggest line), maintenance of common property, utilities for shared areas, management fees and administration. On top sits the long-term maintenance fund — the savings account for the roof in year 12 and the repaint in year 8. Both are struck by the body corporate at the AGM, unit entitlement by unit entitlement.

Cheap fees are not good news

A suspiciously low levy usually means an underfunded long-term maintenance plan — which converts into special levies (one-off demands, sometimes tens of thousands per unit) when the deferred work arrives. When comparing complexes, read the long-term maintenance plan and fund balance, not just the annual number. Expensive-but-funded beats cheap-but-hollow.

Can fees be challenged?

Levies must be set and allocated per the Unit Titles Act 2010 — generally by unit entitlement unless utilities are separately metered or the rules validly provide otherwise. If the allocation is wrong, or expenditure benefits only some units but is charged to all, owners can challenge through the body corporate's dispute process and the Tenancy Tribunal's unit titles jurisdiction.

Request the pre-contract and pre-settlement disclosure statements, the last two AGM minutes, the LTMP and the fund balance. Minutes are where the truth lives: leaks, disputes, looming remediation and the personalities involved all appear there first.
